Almost any computer you purchase right now will have Windows 10.
Make sure you get a 'professional' version of windows and not a home version.

Any computer with an Intel I5 or I7 or AMD A6 family processor, 8 Gigabytes of RAM and at least a 500 Gigabyte Harddrive will be more than sufficient.
Make sure to get a wired network connection port.
